Create "annotation" namespace on Hebrew Wikisource

Description:
A namespace is needed at Hebrew Wikisource for annotations.

The namespace should be "ביאור" (five characters) and corresponding talkspace should be "שיחת ביאור".

If it is technically possible (I don't know) it would be nice if there could be an alias for this namespace, since the same word has an alternative valid spelling with just four characters: "באור" (and "שיחת באור" for the talkspace). If such an alias involves any serious extra effort, then please forget about it and use the more common five-character spelling.
