Following the results on Russian wikipedia referenced here, an announcement of an a/b test on Russian Wikipedia should be sufficient prior to such a test.

Asking for review and then I'll see if we can ask a volunteer translator for assistance.

@CKoerner_WMF, just an update: analysis on Hovercards instrumentation code is still ongoing in T141922: [ 8 hours ] Spike: Analyze Hovercards and general instrumentation code for potential sources of unexpected data outcomes, and a likely remediation of that is likely a blocker before we would initiate the second A/B test. We should know during this current week roughly what that means schedule-wise.

I just requested translation of the message to Russian. I'll post on the Russian village pump whenever we have a translation (or in English if one is not provided) and are ready to announce with the community.

I swapped the relationship to these tasks. We should probably announce it before we do it. :)
