[Navigation] Article tabs should show specific number of tabs open even when >9

Description

NOTE: On hold pending epic work on updating article navigation

Steps to reproduce
Open more than 9 articles in the app

Expected
The specific number of articles open shows as a number string within the tabs icon

pasted_file (222×368 px, 7 KB)

Actual
PNGs are being used for each number up to 9, then if any more tabs are open the icon shows this as "9+"

Could you please provide a *blank* tab icon XML that does not contain any number in it?

Hi @cooltey - please see note on this task description that it is paused for now. Recommend looking at prioritised items in the bug and ux-debt backlog instead, eg: T166330, T140827, T124811, T188342, T171856
