Once we have (LINKME: more nuanced usage tracking), we should be able to use it to direct patrollers' efforts more effectively. E.g. we can make sure that only changes that affect the rendering of a page show up on a users' watchlist (T90436) and we can direct patrollers' attention to changes that affect the rendering of a lot of pages across client wikis (T173121).
