Following this discussion:

A good beginning would be to create a test wiki. Couldn't we create testwikiquote or testquotebase .wikimedia.org ?

Second this. test.wikiquote.org would be helpful.

Note that there is no consensus in the Wikiquote community for such a development, so any resource invested in such a testing effort would need to be fine with this effort being eventually discarded and/or deleted.

Probably we can just use test.wikidata.org for this, if the Structured Wikiquote project will not replace existing Wikiquote and we also hold Structured Wikiquote data in Wikidata instead of a brand new project.

Anyway, this should be stalled until the code is ready and we should have a demo in Cloud VPS first.

Note that we are planning to get rid of all test wikis in production. (I don't think there's a task for that yet.)

Knowing some background reasoning behind this would be appreciated. Currently it's the highest fidelity environment to test features and changes before enabling them on active production communities.
