Per mocks, if a moved paragraph has moved across sections, we need to indicate that in the old location with the phrase "Paragraph moved up/down X section(s)". This will require a wikidiff2 change as currently it only outputs section titles that containe changes or context lines, not intermediate sections for these calculations.
