Allow reading constraint definitions from the database of other wiki than the local one.

Description

Structured Data on Commons intends to allow using Constraints defined on Wikidata (i.e. for Wikidata properties) also on MediaInfo structured data.

In order to allow using WikibaseQualityConstraints extension on Commons in a way intended, the extension must be adjusted to allow to read constraint definitions from the database of wiki other than the local one.

Should be resolved, but I’m not sure if we can test this anywhere at the moment.

Since the extension now runs on Beta Commons (T239939) without blowing up (example), it seems reasonably safe to say that this is working as intended.
