Remove useEntitySourceBasedFederation setting

Description

Following T214557 being done, the "entity source based federation" is the only mode of "federation" to be used by Wikimedia Commons, hence there is no longer a need to maintain the old "repository prefix based" mode, and have the related configuration setting.
