There is no way to disable x1 on MW so we'll need to set it to read-only on MySQL and restart it.

The last time we did an x1 maintenance (T226358) we used a bunch of tags, so I am tagging the same and subscribing the same people.
Impact: x1 will be on read-only for around 1 minute. Writes will not go through but reads will remain unaffected
