Description

Problem:
We want to make people aware of the Query Builder in the example query dialog

Examples Banner: "You can create queries without having to write SPARQL in the Query Builder."

Notes:
This is mainly code review. Please check if T288753: Add banner/link to WDQS User Research Survey 2021 on WDQS UI helps.

BDD
GIVEN a user opening the Query Service
WHEN the user is viewing the ‘Examples’ Modal window,
THEN a banner informing about the new Query Builder will be visible at the bottom of the Example Modal window
AND it can be closed by clicking on the ‘X’ icon

Acceptance criteria:

Links open in new tab
Once dismissed the banner is not shown again to the user
