Problem
Newcomers may unintentionally receive conflicting or confusing information about on the newcomer homepage.

Proposed solution
Do not show site notices on the newcomer homepage.
Note: this could ideally be another configuration setting, with the default set to hide.

CentralNotice is already configured to not load on any Special: pages. I don't know about sitenotice though.
Thanks @Pcoombe - I've updated accordingly. The reason for creating this task is actually from our work on T284740, where we added 'campaign-specific' content to the Special:CreateAccount page, and during testing noticed that a notice was appearing on both the Special:CreateAccount page and the newcomer homepage on ptwiki:

There is a Slack thread about this so I'll move this to Needs Discussion/Analysis while this is being discussed.
We haven't discussed this in 3 months, and this was a temporary campaign, so I'm declining. We could bring it back if/when we want to do more work around the CreateAccount page for a campaign. cc @MMiller_WMF @DMburugu
