Since T97577, there’s a magic word __EXPECTED_UNCONNECTED_PAGE__, which Translate could in theory include. However, that doesn’t seem to be a clean solution, so probably Wikibase should provide some interface for that (which, in turn, could set the same page property as the magic word, to keep the database query cheap).
