UDP log message for AbuseFilter should be in content language

Description

On Incubator (English as content language) I changed a filter using Dutch as interface language, and it gave this as output in IRC:
[[Special:Log/abusefilter]] modify * SPQRobin * heeft http://incubator.wikimedia.org/wiki/Special:AbuseFilter/3 gewijzigd (http://incubator.wikimedia.org/wiki/Special:AbuseFilter/history/3/diff/prev/3)

In other logs, a check is done whether there is a skin. If no skin, the log message should use the content language.

This patch probably helps by standardizing how the log messages are generated, but I'm not really sure what this task is exactly about -- if anyone knows what it's about, please test it :D The patch should go live to Wikimedia wikis next week.
