Beta preferences for Structured Discussions aren't showing the state of the user's talk page

Description

A user reports that they have Structured Discussions enabled on their talk page, but the option in their Beta preferences is unchecked.

This user can't use the Beta feature to archive their SD talk page and come back to a standard talk page format.
They can't move the page by remaining it either.

T248309: StructuredDiscussions (Flow): Prevent users from enabling Flow on their user talk page (beta feature) will remove the checkbox for these users. We have to be careful of still providing the option to deactiave Flow to these users with an uncheck box.

Apparently the out of sync problem between preferences checkbox and user talk page is been around for a long time and reproducing it is nondeterministic. We are thinking of some solution that workarounds fixing that particular issue. @Urbanecm_WMF proposed showing a dedicated message on user's talk pages that are out of sync to request specific help. Would that be sufficient to decrease Flow traffix @Trizek-WMF?

The message on the Beta page will show a link to request for assistance. We will use it.
