Define and distribute messages to communities and contact points for IP/LQT/Flow

Description

Five cases of usage of Flow/LQT have been identified:

  • Flow as the default communication tool on wiki
  • Flow is used on some community pages, sometimes to help newcomers discuss
  • Flow used on individual’s talk pages (case of the Beta feature)
  • Flow is installed, but no page uses Flow
  • All cases regarding LiquidThreads
  • Constitute contact lists based on the usage of the different tools
  • Messages to communities are drafted - @Trizek-WMF
    • Flow is a Beta feature on talk pages
    • Flow is used at community boards
    • Flow is the default discussion feature
    • Flow is installed but not in use
    • The wiki uses LQT
  • Messages are reviewed - @KStoller-WMF
  • Messages are distributed - @Trizek-WMF (Week of 2023-11-20)

@Trizek-WMF - admittedly we still need to finalize and document task pointing processes, but we originally said that if a task was more than 8 points, we should break it down into subtasks.

What if we make the "final story points" 16? Or feel free to break down this task into subtasks!

The amount of work is way higher than I expected, hence the change.
I'll consider breaking it into subtasks, but for that, I need to review the calendar for the whole project.

All communities significantly using Structured Discussions have been notified.
Due to the end-of-year break, communities using LQT will be notified early January.
