This makes mobile a good platform to apply the new translation limits first.

Although the focus of the ticket is to apply the new limit system to mobile, it would be great for this algorithm to be developed in a way that is easy to reuse in multiple context in the future including desktop, testing and simulations (e.g., for communities to try different adjustments).

For desktop, a separate ticket (T355078) proposes to apply the new limit system first as a simulation to anticipate the impact.
