Description

User Story:

As a new account holder who has not yet edited, I want to view edit suggestions from within a reading session, because then I am more likely to learn how to get started editing.

Task scope:

Add a text highlight functionality to use the link-recommendation from the api.
If the user interacts with that, trigger the popup: T376680: Surfacing Structured Tasks: dialog / pop-up suggestion

**As opposed to in the add a link structured task, the highlight/tag uses the Link icon instead of Robot.

Acceptance Criteria

Given there a link suggested for the article I'm viewing,
When I am logged into an account with zero edits,
Then the text of the "add a link" suggestion is highlighted

AND
When I tap on the highlighted text,
Then I receive a suggestion: T376680: Surfacing Structured Tasks: dialog / pop-up suggestion
