It seems that the first and the last IP's are not usable by users (probably my mistake because of the rush while creating the task, and not reading carefully the Spaniard Cultural Centre email), this make only 6 IPs usable (numbers 2 to 6).

@Dereckson, there was no confusion. I intentionally added more time, to not be tight over the schedule. I request a couple hours before and after, and moreover since Chile is on GMT-3 now, which has created a lot of time frames issues, specially which schedules coordination. For example, you miss calculated the hours since you used GMT-4, which is a time zone we are not longer in. If possible at all, please allow extra time at the beggining and the end. Thanks a lot for everything!

Luke081515, thanks! We do our best to provide the IP as soon as possible, but institutions have their own internal mechanisms, and times. We are aware that we have to request it earlier, but some times its out of hour hands. Thanks again for your time and help!

Well, if that is the case, I think that someone more tech savy could run the code written before to publish from stash. I tried this but I certainly do not know if I am doing it right.

I runned the code in the snipet (in Firefox the web console is opened pressing Ctrl+Shift+K) and got this:
@Tgr, I already tried all the methods, this is: URL2Commons, Chunked upload without and with @Rillke script, and publishing from stash, and in the end it just doesn't upload the file (a .PDF). I posted the errors I received before in this thread. I already used all the methods you mention, except for running the code snippet, which would be the @MarkTraceur workaround.
Oki, I tried again without chunk upload. The file that I am uploading is 259 MB, and the declared maximum file size is: 1,000 MB
Thanks, I already tried this option with chunk upload (didn't knew it was the Special:Upload page)... didn't worked. I will retry later, and try to report if I find any errors.
@Tgr, sorry for asking this, but where can I access the Special:Upload feature, couldn't find it yesterdat. Thanks!

Aklapper, yes we appologize for the late request, but the university provided the IP just today. We always advice that at least a week is required to request the IP rate limit lift, sometimes it does not happen on time.

For a complex document, like the reports we are generating, such a roundabout seems complicated. I believe that even if there is a roundabout, this is a bug, editing should be as simple as possible for users, and things like this do not make it easier. Thanks for the answer, and I'll see if I can try it out!
