[EPIC + TRACKING] Adopting recent developments in web standards

Description

This is a tracking bug. Please consult the sub tasks.
Wikipedia should strive to be a more active participant in web standards and supporting the open web. This is a tracking task to explore opportunities to adopt latest browser developments and make more of a difference to the world.

Feel free to brainstorm new ideas in the discussion on this task. When we have concrete suggestions we can create sub tasks.

Starting the brainstorm with the low hanging fruits:

  1. As an editor I want to get notified when my favorite articles are edited to ensure quality and to stay on top of edits
  2. As a reader I want to follow an article collection/theme and get notified when new articles get added
  3. As a reader I want to get a summary from "today's featured article" or "In the news" via push notifications

@Digitarald thanks for the ideas! 1 is tricky as most editors have long lists of 'favourite articles' but definitely something to explore. 2. is interesting - we have a Gather feature and could plausibly build this in there (see T94252 - I've updated with your idea) 3. I've got a working prototype and will share more soon! :)
