Allow adding pages to the watchlists of new accounts, either by default or during manual account creation

Description

For better integrating/onboarding newcomers, it would be useful to pre-populate their watchlist with a handful of important pages, such as village pumps and their equivalents.

E.g. All new self-created accounts on a wiki could have the local village pump (and helpdesk, or anything) watchlisted, by default.

E.g. When a new [chapter board member, or developer on a specific team] has a new account created, the account creator could add a list of pages like "other board members' userpages and the village pump", or "other team members userpages and relevant extension pages" to that newcomer's watchlist.

(The current manual alternatives are: Create a list, and ask each newcomer to either copy&paste that list to their own [[Special:EditWatchlist/raw]], or to visit and watchlist the pages one by one.)

In addition to adding the pages to their watchlist, we should also explain how the watchlist works to them. Maybe a GuidedTour would be useful here?

@MMiller_WMF to consider this idea. On a public wiki, new people could be auto-subscribed to a Teahouse or Village Pump page.

People may freak out because they will be flooded (on their inboxes) by the many new questions on the help desk they will watch. :)
