Create #Navigation-Popups project

Description

I'd like a project to be created for the Navigation Popups project on ENWP.

It's a very widely-used gadget that, according to its project page, "offers easy access to article previews and several Wikipedia functions in popup windows which appear when you hover the cursor over links".

I'm pretty sure this is a "Component" project.

There was a previous ENWP discussion on whether this project should be created.

No objection. There should be some notification of steps taken here to Wikipedia talk:Tools/Navigation popups.

@kaldari it would be useful if your team could have some vision of this suggestion due to the advanced functions (admin and patrolling)
