Set up a Phabricator workboard/project for #techambassadors and experiment with it

While continuing the conversations at https://meta.wikimedia.org/wiki/Talk:Tech/Ambassadors/List,
this is the currently biggest action item - a quite simple thing that we can experiment with.

1 - make sure all the ambassadors are on Phab; provide documentation to those who aren't to bring them up to speed.
2 - get the workboard up
3 - agree on columns titles, who does what, and when items are actually flagged in the work board (as opposed to, for example, only going through Tech News).

I think that's the point now.
TA want to have a way to monitor tasks that require immediate attention, without needing to be overflowed by all updates from a single task (or worse, many tasks).

Personal Herald rules for TA members to get subscribed to a task in Phab project XYZ when someone sets Unbreak Now or High priority, maybe?
Or even to get explicitly emailed in such cases (also via a Herald rule)? Or how is "require immediate attention" defined?

Yes, this is the kind of conversation I was looking forward to. For the time being, I sent out invitations to all the ambassadors to list their Phab username on Meta, or create an account if they don't have one.

(and I should prolly get this back, as Benoit has so much to do already)

In the meantime we prolly shouldn' mark as low prio something that's related to our annual goal.

My apologies for the delay. I am now back on this project, will go through the list of ambassadors to figure out where we are with the Phabricator signups, and then will request that the workboard is created.

In a first test phase, we will mainly discuss what it should look like (that is, basically, how many columns it should have), and only I (or another Community Liaison) will actually tag any tasks so that they end up on the workboard. This is temporary, and only so that we don't end up with too many things at once. Did I tag something I shouldn't have tagged? Did I miss an important task instead? These are the only 2 questions we will try to answer in this phase!

Finally, I am happy to report that it is now easier to handle Phab tasks that come through your email [...])! (As a reminder, you can perform a variety of actions on Phabricator directly from your email client, beyond just commenting on tasks.) And a new "Mute" option has also been added, which provides even more flexibility.

Just pinged a dozen users who hadn't taken action on documenting their Phab nickname. Only one of them seems not to have an account, or maybe it's just not easily connectable with their usual username.
