Help panel: provide templates replies for questions posted

Description

This task proposes providing a template for experienced editors responding to questions posted via the Growth team's Editor help panel (see parent task).

Goal:

Make it clearer for those receiving mention notification emails that the message is coming as a response to their question.

Proposed solution:

For each wiki language where the Editor help panel feature is enabled (KO and CS), provide a template for a response comprised of the following:
Hi + @<username>: In answer to your question, <response text>. **Hope that helps.*

A format such as the above or similar is to ensure that the mention notification sent to the user (assuming they have a confirmed address and are opted in to receive emails) makes reference to the fact that it is in response to a Help desk question the user initiated.

If users check their emails days (or months) after they've posted the message, they may not be able to retrieve the reply, since help desks are archived on sub-pages, a process that breaks links (the bigger the wiki, the earlier the archiving is done).

Maybe we should add the whole reply to the email body?

That would be better! However I was under the impression that would require creating another notification type, unless @Catrope is there a way to show the entire reply in the mention email notification?

This may become more relevant as the help panel becomes used on larger wikis.
