It should be possible to access notices in Minerva desktop without adding a new icon

@Pginer-WMF I'm interested in the mobile site using the same widget as desktop as part of my analysis of T226125.

Right now on the Minerva version of the desktop skin (https://en.m.wikipedia.beta.wmflabs.org/wiki/Spain?useskin=minerva&useformat=desktop) - an icon for the messages is not shown and when I click the bell icon I see alerts. Also, even though the notification indicator is shown when there are unread notices, the notices are not shown when tapping on the bell icon.

However one problem I'm curious how to solve is how to show messages.

Option 1

Minerva renders 2 icons just like Vector.
I don't think we want to show both an alert and messages icon in the mobile screen as space as limited.

Option 2

A new dialog that combines both messages and alerts.
I believe we used to do this in Vector. Maybe there is some code artifacts lying around to help that

Option 3

Add a link/tab to the alerts dialog that provides access to messages

Option 4

Any other ideas?

Personally, I like Option 1 to be chosen as there would be enough space for two icons in desktop and I like to see them separately.
