Enable implicit description use in production

Description

Set $wgWBClientSettings['enableImplicitDescriptionUsage'] = true. Should only be done after T265898: Don’t create implicit description use if description is overridden locally is merged and deployed. Can probably be done on all wikis at once, I think.
