Add messages for the Translate annotation in the Translate extension

Description

To support the Translate extension in VE/Parsoid, we intend to display some messages to explain the new elements that appear on the VE interface, as below:

Visual Editor displaying, over a <translate> tag, an help bubble containing 'Start of the content to be translated' - 'This range is marked as translatable. Please make sure you follow the guidelines of Changing the source text.'

While there will be default messages for annotations in general, specific messages for the Translate extension make for a better translator administration experience; since these messages are strictly Translate-extension-related, they belong in the Translate extension repository.

A patch follows the creation of this phab.
