T302011 will make it possible for the software to take people to the specific comment they're seeking regardless of whether said comment exists in the same location where it was originally published.
To deliver on the above, the Editing Team introduced a new special page (Special:FindComment). People will see this new "interstitial" page when the comment they are seeking has been moved from its original location.
Considering links to specific comments are, and will be, used for more than enabling people to generate links to specific topics (T273341) and comments (T275729) [i], this task involves the work of deciding in which of these cases we will use the new permanent links and which cases we will use the existing semi-permanent links.
