Update Notifications documentation to reflect which notifications Temp accounts get

Description

The list of notifications is in T333531: Temporary users should have default notification preferences.
The global documentation is at https://www.mediawiki.org/wiki/Help:Notifications/Types

A possible solution to ease this work would be to create a template that reflects the status of each notification for each role (regular account vs temp accounts)

Methodology

  1. Update https://www.mediawiki.org/wiki/Template:Notification_type
    1. add a new parameter to display for "only for regular accounts", and a default "available for regular and temporary accounts"
    2. hide the parameters from being visible until the release
  2. update https://www.mediawiki.org/wiki/Help:Notifications/Types to reflect the status of notifications for temp users as in T333531
  3. When temp accounts are available, update https://www.mediawiki.org/wiki/Template:Notification_type to show the new parameters

I know you are busy, but perhaps we could aim to keep this as simple as adding this line to the Help:Notifications/Types page:

Temporary accounts will receive notifications based on default new user preferences, but they cannot access or modify these settings.

I didn't follow the methodology from the task description:

  1. editing the template was really time-consuming for a limited result (although this page would need a bit more love)
  2. temp accounts are already available on some wikis, while other wikis prepare themselves to have them.

I updated the documentation page to reflect the status of notifications for temp users as in T333531, and I documented Temp accounts specifics:

Temporary accounts receive notifications based on default new user preferences, but they cannot access or modify these settings. All notifications are shown to Temporary accounts except unless otherwise specified.
