Description

Once CodexHTMLForm is built out enough (see T359011), we should be able to change SpecialBlock::getDisplayFormat() to return 'codex' instead of 'ooui', and have everything work using Codex CSS-only components.

Switch SpecialBlock from OOUI to Codex
Set per-option labels for the EditingRestriction options (once T359019 is done)
