Description

Background

Users arriving on the alt text task should understand what steps they should take before writing alt text. The tooltips provide a quick tutorial on the interface: drawing their attention to the background of the article view, the image information on Wikimedia commons, and then the alt text input box.

Requirements

Tooltips should show only once, after initial onboarding
Tooltips should match behavior of image recommendations' tooltips
"Review" tooltip points to the image within the article
"Inspect" tooltip points to Image's filename
"Add description" tooltip points to input box for alt text
Relevant events are instrumented according to Data instrumentation plan and completed slides have been marked with a green background.
Translations are added for target languages from UI Copy for Suggested edits Alt text on iOS (T370725)

1) [minor] Positioning of the tooltip: Can it be moved up a tad (top left) according to design specs?

2) [minor] Gap between Image caption and Licensing information could be reduced to avoid the scrollbar (e.g. to 50% of the current value)
