Incorrect language code handling in ContentTranslation (tracking)

Description

There are some issues with handling language codes in ContentTranslation. This mostly happens because of inconsistencies between the way codes are used in ULS, in Wikimedia domain names, in Names.php, in Apertium, etc. (a.k.a. "the xkcd 927 problem").
