per the update in the restricted task, all of the blockers have been addressed (they are being kept open until we verify everything after wmf.11 hits wikipedias).

The non-blockers are still important and being actively worked on and backports will be deployed as soon as they are ready.

I assume the Blocked By list in this task is regularly checked against the open Blocked By tasks in T123451: Deploy SessionManager and bot passwords. Just pointing out the obvious.

Ish, not all of those blockers are actually blockers in my perspective, eg T125054, which while it was annoying, is not blocking deployment.

So, I was going to RESOLVE this, but... we're not going to deploy wmf.11 at all, sadly. Declined it is.
