Allow creating a lookup instance for the local repository in the factory of repo-specific WikiPageEntityRevisionLookups

Description

Code in current ForeignEntityRevisionLookupFactory should be also used to generate a WikiPageEntityRevisionLookup instance for local repository.
Factory class should be changed to allow it, and renamed as it is no longer about foreign repositories/entities only.
