Improve the UI of Global Preferences (aka "fix two vertical rows of checkboxes")

Description

It might be helpful if the two vertical rows of boxes, for making a preference global and enabling/disabling it, had a border between the two.

Alternatively there could be other ways to enable preferences globally without the need for two columns of checkboxes.

Adding a vertical separator could work, but we'd need to indent the section headings ('internationalization, 'email options', etc.)

FYI, zooming-in breaks the vertical alignement a bit (here 110% display on Chromium/Ubuntu):

I'll also add that it was unclear to me what "Select options below to be global" means. It appears to mean "enable ALL preferences below", because it overrides particular selections. But when I saw it, I thought it meant "Click this box to apply the set of preferences you have indicated below to all Wikimedia wikis".
