[Design] Communicate to users why there are gaps in IP data on Special:Contributions

Aim

As part of the GUC project, users will be able to search for local edits made by temp accounts on Special:Contributions, and privileged users will be able to see the related temp account IP addresses. When searching by IP/IP range, the results will return IP edits that were created pre-temp accounts, alongside temp account IP edits. The IP edits that were created pre-temp accounts have no time limit, whereas temp account IPs are only available for 90 days.

This means there may be gaps in the results data that a user sees (examples in this comment)

We need to communicate in the UI that there are gaps in data and why this is.

User story

As a Steward searching an IP or IP range on Special:Contributions, I want to know when there are gaps in data and understand why that is, so that I can continue to use the data effectively.

@Urbanecm as discussed, please can you add a comment on the current use cases for needing to see IP data that is more than 90 days old? I want to ensure I've understood it correctly. Thanks!
