Provide help link on Special:ContentTranslation

Description

Good to have help link to FAQs or how-to on Special:ContentTranslation landing page. This can be close if we plan to move away from Special:ContentTranslation to Translation center in very near future.

The translatable user guide is at https://www.mediawiki.org/wiki/Help:Extension:ContentTranslation . This needs some designs for the right placement. This shouldn't depart too far from how it's implemented on other special pages, which have a "? Help" link at the top end corner (top right at https://www.mediawiki.org/wiki/Help:Extension:ContentTranslation , for example).

To clarify, help is about CX, not about translation guidelines.

I'm not sure this is needed. Especially if we do the guided tour for the introduction. Also, we would need to have some documentation at the target first.

With the new dashboard there is a "Need help with translations?" column where the first link goes to the Project information page. So we can consider this as done.

But shouldn't there be a direct link to the user manual? I imagine that end users need the user manual more than a project description.

I think there should be just a single entry point about project info, from which it should be easier to find the rest of information pieces. Moving the decision to choose between "about this tool", "about the extension", "user manual", and "FAQs" upfront does not make much sense to me: the user may not be sure at that point which kind of info to expect.
I think that we also need to clean the main Content Translation page to provide access to all that information in a much more clean way.

Why? Which issue do we expect to solve in that context?
Users need to go through the dashboard where the option to get help is reasonably visible (especially the first time when the translation list is empty). Considering the natural human tendency of not reading instructions, I think that making users aware of them in one place is more than enough.
