Special:CXStats does not reflect the actual number of published articles (tracking)

Description

Special:CXStats does not reflect the actual number of published articles. This is because of wrong status of translation due to T89439 and there are cases people publish and then continue translation -which will be then in draft state.

T89442 has a long term solution for that , which address many other futuristic needs.
But T91365 can help to get the 'published once' status reflected unambiguously in the records.

For the old data, we might need some automated corrections.

Once T92363 and T92364 done we have everything in place for getting the correct numbers now onwards.
But for the data existing in database, we will have to correction.

What we need: If the target URL or target title does not exist in target wiki, make the target_url null for every records with draft status
