There is need in multiple accounts (2+) analysis, filter duration between edits and filter excluding number of pages (forum pages for example).

Since arbitrators often have to double-check admin decisions, I think it's very important that there are non-admin arbitrators. As a result of bugs, arbitrators lack the rights they need to do their job, which is annoying.

There is no need in new format data-mw-datetime="20110606220634" - we can use ISO 8601 / Unix time / JD
There can be need in some stringFormat parameter instead only date/time/datetime.

If there may be some issues with additional rights for bureaucrat usergroup and this useful rights that admin have would be better to assign to other usergroup - than such a usergroup can be called arbitrator(s), in russian - арбитр(ы). And bureaucrats need to have a ability to assign this new usergroup to users, please.
