@matmarex: Both me and @EAkinloose checked this today. Seems like it's not working on the page mentioned on the task description. We are not seeing the New discussion tool when we do "Add topic" on that history page.
Per the tags on T282204, this fix wll be a part of the 1.37.0-wmf.18 release, and it is not deployed to that wiki yet (https://cs.wikipedia.org/wiki/Special:Version says wmf.17). It should be deployed this Thursday, if everything goes well. You can check https://versions.toolforge.org/ (and the links on that page) for current status.
This ticket can be tested tomorrow, 12 August (assuming the train does not become blocked), per T276495#7275771.
