Description

This task represents the work with enabling the New Topic Tool as an opt-out feature on desktop at:

NOTE: see the exact list of projects that ought to be included in this deployment in the ===Requirements section below.

People who meet the criteria below will see the New Topic Tool upon clicking an Add topic / New section link on a page where DiscussionTools are available:
- People who are logged in or logged out
- People accessing any wikis listed below using the desktop version of the site:
  - Wikipedias EXCEPT de.wiki, en.wiki, fi.wiki, and ru.wiki
  - All single-language non-Wikipedias: Wiktionary, Wikinews, Wikibooks, Wikiquote, Wikisource, Wikispecies, Wikiversity, Wikivoyage

At 5 wikis of your choosing from those listed above, visit a talk page as an existing user, a new user, a logged out user, and:
