This task represents the work with enabling the New Topic Tool as an opt-out feature on desktop at: all multi-lingual projects (e..g Commons and Wikidata)
As a result of this deployment, and the three before it (T285724, T307410, and T309368) the New Topic Tool should be available at all Wikimedia wikis except de.wiki, en.wiki, fi.wiki, and ru.wiki.

Requirements
- People who meet the criteria below will see the New Topic Tool upon clicking an Add topic / New section link on a page where DiscussionTools are available:
- People who are logged in or logged out
- People accessing any wikis listed below using the desktop version of the site:
- All Wikimedia wikis EXCEPT de.wiki, en.wiki, fi.wiki, and ru.wiki
Testing instructions
At 2 wikis of your choosing from those listed above, visit a talk page as an existing user, a new user, a logged out user, and:
- Click the Add topic / New section button
- Verify the New Topic Tool appears
- Document what mode –Source or Visual – you saw in "Step 2."
