Requirements

People who meet all of the criteria below will see the New Discussion Tool when clicking an Add topic affordance:

1. People who are logged in or logged out
2. People accessing any of the wikis listed in the ===Partner wikis section above
3. Initial deployments should be limited to ar.wiki and cs.wiki

People who meet all of the criteria below will NOT see the New Discussion Tool when clicking an Add topic affordance:

1. People accessing any of the wikis NOT listed in the ===Partner wikis section above
2. People who explicitly disabled the Enable quick topic adding within Special:Preferences#mw-prefsection-editing
