enable Lexeme Lua access on remaining Wikimedia projects

Description

We want to enable Lua access to Lexemes for all Wikimedia projects that don't have it yet so editors there can use lexicographical data from Wikidata in their projects if they choose to.

Acceptance criteria:

  • all Wikimedia projects can use the Lexeme Lua functions from Wikibase

The announcement went out today (on various Wikidata channels as well as next week's TechNews) and the feature will be enabled tomorrow, June 21.

We decided against a MassMessage to all wikis, and we will reach out to individual community members who are active and enthusiastic about Wikidata Lexeme instead to spread the news on their wiki.
