This task will track the setup and deployment (ops side) of the codfw based phabricator HA/backup host.

- update physical label and racktables visible label field.
- dns (mgmt and production) updates - https://gerrit.wikimedia.org/r/#/c/294386/
- switch port config
- install_module updates - https://gerrit.wikimedia.org/r/#/c/294385/
- install OS - jessie
- accept/sign puppet/salt keys
- handoff to releng / @mmodell
