Import sources should be maintained by stewards

Description

Transwiki import sources should be configurable by stewards, rather then by sysadmins. In order to facilitate that, an interface for configuring should be made.

Rationale: this is really not a big deal and sometimes it's a pain to wait for sysadmins to respond to bug requests.

Indeed, I would recommend just enabling the ability to pull from any of our other wikis for transwiki import... but we'll need to tweak the UI to make that sensible, I think.

Setting component Export/Import. Should this be core or an extension?

May as well be core. Probably should eventually fold into a long-term admin configuration system redo, but this can be done without it in the meantime; an isolated config list of sources would be easy enough to do.

I suggest this would be a 'disabled by default' special page. MediaWiki has got too many of them already.

Brion, has this been implemented? What is the status here?

I'm documenting per T78811 the different lines in the configuration and it seems this kind of request is now very rare, after a large amount of requests in previous years. Now, every wiki seems to have a rather stable import sources configuration.

So the cost/benefit to implement this feature is weak.

Furthermore, concurrent solutions have been offered and a better consensus exist to allow general import once the SUL is fully deployed.

Where was this discussed? SUL isn't quite related.

Not really relevant these days. Either T17583 will be fixed (looking more and more likely as time goes on) or T28992 will be fixed.

I won't keep it open as a dependency, there's nothing special about import sources as compared to any other $wg setting, so no need for a special bug.
