I believe we've addressed the first three points in T226018 and there is an ongoing effort to "Foster a community of supportive technical documentarians across our projects" -- Friends of the docs. :)

@Aklapper I have played around a little with Phabricator locally, set up using MediaWiki vagrant roles.
As for video editing, I've referred to a few resources on screencasting including a handbook and the WTD video mentioned in your first comment, though I haven't yet created a complete screencast.
Taking inspiration from the same comment, I'd proposed updating WikiProject Screencast in GSoD and was hoping to create a screencast for MediaWiki before proceeding onto the WikiProject.
Srishti has asked me to check with you about this particular screencast saying you might have plans of working on it. :)

@srishakatux Thank you!
I've made the following changes based on your comments:
- Mentioned the types of screencast templates and their use cases. (Deliverables, Timeline: Week 6)
- Added the task of creating a technical writer's hub. (Deliverables, Timeline: Week 5)
- Updated the proposal regarding hackathon tasks. (Timeline: Week 5)
I've re-read all the program rules thoroughly, and I shall let you know when the Phabricator screencast gets confirmed. :)
Pavithraes mentioned this in T226018: GSoD Proposal: Improve documentation for Wikimedia’s technical documentarians and videographers.
@Aklapper Please excuse me for including this task in my proposal before getting a confirmation. Would it be ok to work on this in Google Season of Docs?

@Quiddity Thank you for the feedback!
Can this task be merged with T205167?

@Quiddity Thank you. :)
As you mentioned splitting parts of this task into subtasks, I think many project ideas (besides templates and suggestions) at https://www.mediawiki.org/wiki/Season_of_Docs/2019#Potential_technical_writing_projects_for_2019_season can also be fitting subtasks. Namely, ideas about a content collection strategy, https://www.mediawiki.org/wiki/Technical_documentation_prioritization, and creating a set of documentation user personas. Another suitable addition could be a checklist for technical documentation. (4th task in the table here: https://www.mediawiki.org/wiki/Technical_Document_Re-working_Group/Wikimania_2018#Resources_for_building_and_supporting_technical_documentarian_community)
I tried addressing to some parts in https://www.mediawiki.org/wiki/User:Pavithraes/Sandbox/New_Technical_Writers. All of the above might need some refining to avoid overlap and most can be merged into existing technical documentation pages.

I'm interested in working on this task as a part of Google's Season of Docs 2019. I'd like to know if it would be acceptable to include it in my proposal.
