Help panel: change placeholder text

In looking at help panel and mentorship questions, we see a potential easy way to improve the quality of the questions newcomers ask.

Right now, the placeholder text reads, "I need some help with editing. How can I..." This seems to have caused many users to ask really short questions, just completing the placeholder sentence by something like "add a photo".

Here are some recent examples:

Let's change the placeholder text in both the mentorship module and help panel prompts to say:

"Say hello and ask your question."

I've added the task to pre- and post-deployment (wmf.19) checklist. In betalabs the translations were not yet displayed.

It is working now in ar beta

I will check this out in production once it's deployed.

Checked in wmf.19 - arwiki and cswiki have the updated translation:
