*sigh* I thought jsduck was gone but we still have T138401: Replace jsduck with JSDoc3 across all Wikimedia code bases

The job uses docker-registry.wikimedia.org/releng/npm-test:0.6.1-s1. So maybe it is all about switching to releng/node10-test which apparently has jsduck ;)
