Build and publish a python2 based container to build wheels

Description

In order to migrate Zuul to scap (T215458), we need a python 2 based container to generate wheels for Zuul dependencies. I have crafted a container definition a couple weeks ago and would it need to be given a final review, the image build and published on the Docker registry.

The change is: https://gerrit.wikimedia.org/r/#/c/operations/docker-images/production-images/+/580128/

That will result in a container docker-registry.wikimedia.org/python2-build-stretch . To be used by the Zuul deploy repository ( https://gerrit.wikimedia.org/r/#/c/integration/zuul/deploy/+/577846/11/Makefile ).

$ docker pull docker-registry.wikimedia.org/python2-build-buster:latest
Error response from daemon: manifest for docker-registry.wikimedia.org/python2-build-buster:latest not found

I guess there is some caching issue somewhere in the stack. That might just disappear eventually.

There is some issue with the registry, but eventually I managed to download it locally:

$ docker pull docker-registry.wikimedia.org/python2-build-buster
Using default tag: latest
Status: Downloaded newer image for docker-registry.wikimedia.org/python2-build-buster:latest
