The description should clarify whether "control" just means controling placement of per-slot output (SlotRoleHandler), or more thorough control needed for integrating the output of multiple slots (PageTypeHandler).

The use-case for T205891 only requires shifting the "whole" (captions-only) WBMI content block around, but the current design for statements has them appearing at a different part of the page (and wrapped in tabs) than the captions, I believe.
